Built for the Regulator: Why Regulatory Intelligence Requires Its Own Infrastructure

The deployment of artificial intelligence tools across regulated industries has accelerated significantly in recent years. In the nuclear sector alone, companies have emerged with platforms designed to help operators navigate the licensing process more efficiently, reduce submission timelines, and manage plant compliance documentation at scale. The regulator stands on the other side of that relationship. Its mandate is not throughput. It is not competitive positioning. III. The Infrastructure Distinction

The critical distinction is not between AI and no AI. It is between tools that produce outputs regulators must verify and infrastructure that produces outputs regulators can defend.

This distinction has practical implications. A regulatory reviewer who uses a general-purpose language model or industry built architecture to assist with drafting a Request for Additional Information is still personally responsible for every word of that document. The model's output is a starting point; the reviewer's professional judgment is the actual product. That may represent a marginal efficiency gain, but it does not constitute infrastructure. It is a drafting aid.

Purpose-built regulatory infrastructure is different in kind, not merely in degree. It does not produce drafts for human reviewers to revise. It produces work product: cited, sourced, traceable to institutional precedent, and structured to reflect the regulatory body's own standards and workflows.

The operational implication is compounding value over time. A regulatory infrastructure that captures each reviewer’s decisions, approved language patterns, interpretive choices, and deviation rationale builds a knowledge base that grows more accurate and more representative of the institution’s standards with each interaction. That accumulated record is, in itself, a form of institutional capacity, one that no general-purpose tool is designed to produce.
